- In a medium saucepan over medium heat, melt the butter. Whisk in the flour and cook for 1 minute, stirring constantly.
- Slowly pour in the whole milk while whisking continuously to prevent lumps. Continue cooking and stirring until the sauce thickens slightly, about 5-7 minutes.
- Remove the pan from the heat. Gradually add the freshly shredded cheddar cheese, stirring until smooth and completely melted before adding more.
- Stir in the garlic powder, smoked paprika, and salt. Serve immediately drizzled over hot fries.
