- Preheat your oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
- In a large saucepan, melt the butter over medium heat. Whisk in the flour and cook for one minute, stirring constantly, to form a smooth paste (roux).
- Gradually pour in the milk while whisking vigorously to prevent any lumps from forming. Continue to cook, stirring frequently, until the sauce thickens (about 5-7 minutes).
- Remove the saucepan from the heat. Stir in the garlic powder, onion powder, salt, and pepper. Gradually add the shredded cheddar and mozzarella cheese, stirring until the cheese is completely melted and the sauce is smooth.
- In a large mixing bowl, combine the cooked rice with the prepared cheese sauce. Stir until the rice is evenly coated.
- Pour the mixture into the prepared baking dish and spread it into an even layer. Sprinkle the grated Parmesan cheese over the top.
- Bake for 20-25 minutes, or until the top is golden brown and the edges are bubbling. Let the bake rest for 5-10 minutes before serving.
